Lake Pulaski LID Board Meeting Minutes
Location, Date & Time: Huikko’s Bowling Center, Buffalo, 2/4/15 7:00pm
•Attendees: Bill Jundt, Dave Tauscher, Jill Murphy, Jon Tank, Brooke Cebulla & Mike Norton. The meeting was called to order by Jon Tank.
•Mike Norton, representative from Lake Restoration, presented the company’s background & history. He presented what they can offer Lake Pulaski in terms of treatment and care of the lake. Discussed possibly treating the lake earlier if allowed, Mike is checking with DNR on this. Dave Tauscher made a motion for Mr. Norton to fill out and submit necessary permits to DNR for all treatment of Lake Pulaski, on LID member’s behalf. Jon Tank seconded. Mike Norton was not in attendance for the remainder of the meeting.
Previous Business:
- Jon Tank asked for a motion to approve the minutes from the Nov 5th, 2014 meeting. Motion to approve the minutes by Dave Tauscher, seconded by Bill Jundt. Motion Carried.
Update on pumping permit from Bill Jundt. Bill met with Wenck Association and Tami Diem (Attorney) to discuss a 3 year program with the DNR to analyze the effects of pumping Lake Pulaski when Buffalo Lake is in outflow (independent of Buffalo Lake elevation). Bill Jundt made a motion to approve $5,000 for Wenck Assoc. to begin the process with the DNR. Motion to approve $5,000.00 by Dave Tauscher, seconded by Jon Tank. Motion Carried.
- Update from Bill Jundt regarding new fencing to be placed around the pumps & pit at Griffing Park. He sent a letter to Merton Auger, City Administrator, with a quote on a chain link fence to prevent vandals from messing with pumps, chains, etc. Waiting for a reply from Mr. Auger.
- Jon Tank discussed checking with Chris Husom to see if Lake Pulaski is under county jurisdiction regarding wake restrictions.
New Business:
- Jon Tank discussed a new, MN Statute, that was passed to help stop the spread of Aquatic Invasive Species (AIS) with trailers and water-related equipment. This statute is to be effective July, 2015 and is intended to charge a fee for all trailers transporting water vehicles and for education.
- Jon Tank in response to stated statute, recommended at some point putting up a locked gate at the public landing, mainly to stop the spread of zebra mussels and other AIS. The LID members agreed a proactive approach is the best and only way to help stop this. Bill Jundt is requesting a meeting with Merton Auger to discuss the gate and educated, paid inspectors.
- Jill Murphy started new discussion on whether or not the homeowners of Little Pulaski are part of the LID, and if they are not possibly getting them to join the LID. Jon Tank is looking into the legality of including Little Pulaski residents.
- Jon Tank discussed the current status of the Lake Pulaski blog, Dave Tauscher made a motion to take the blog down. Jill Murphy approved, seconded by Bill Jundt. Motion carried. Financial Report:
- Jill Murphy reported/discussed financial statements and expenses, including the months of Oct- Dee. She will also be invoicing advertisers from the website.
Meeting Adjourned:
- Jon Tank proposed to move the next meeting to April 15a, 2015, same time and location. Dave Tauscher approved, seconded by Jill Murphy, motion carried.
